Does a Hindu Rashtra have a place for them?
Yes. Secular wasn't in our original constitution. India has always been a Hindu rashtra. Hindutva is secular in itself. Hindu rashtra doesn't mean to throw all other religions out the country. Its about upholding Hindu values and no appeasement of other religions.
As of today, india is already pretty much a Hindu rashtra. We have a ban on cow slaughter, beef is banned in some states, hindus got ayodhya ram mandir (kashi, Mathura baaki hain). Once Hindu temples are freed from government control and are given back to the Hindus, and the unconstitutional addition of the word secular is reversed, india would become a Hindu rashtra.
