When CBN was still the CM, my ex co was working closely with CRDA, APNRT etc. One fine day, my boss directed me to meet one of the most reputed developers of the World, who were allocated a very significant chunk of land in Amaravati.
The developer was known to build / own major landnarks across the world. So, nenu egesukuni, powder rasukuni, suit esukuni Vella.

No employment generation guarantee. Nothing.

Amaravati was full of land scams like this. Met with another chap who has acquired 2000 acres of land (outside CRDA) at a throw away price (govt acquisition notice istundi ani cheppi). IMO his avg cost was 30L per acre. The last time I checked, the price was > 3 cr per acre. News lo kooda vachindi idi.
Manam enni schemes vesina, we can never beat Govt in scams.
