Honestly it depends upon how prideful the steppers are. From what I've been seeing from some of these officials the mere thought of even passive resistance has them pissed off. I wouldn't put it over them sending out the National Guard/State Police just because some people are not complying with the law. Alot of these steppers aren't the New York, Jersey, California types who are willing to boil us slowly. They are the types who want everything banned now, everything to be confiscated now, and everyone to be arrested now. They have no patience and seem to be willing to take to extreme measures to achieve their goals. Whether this goes violent or not may very likely not be up to us. The steppers will likely be the ones to take first blood.

Just going into some commentary about the situation as a whole

The Federal agencies learned the lesson (more or less) that overt unnecessary violent action can backfire hard and should be avoided at all costs, since it only inflames people and makes the situation worse. I don't think these state officials got that lesson. Once you factor in that our economic, social, and political situation are not nearly as stable as many people pretend it won't take to many of these kinds of events before people start panicking and doing stupid shit. Once that happens the whole nation is likely to collapse to some degree. Any sort of significant faltering on behalf of the USA is likely to begin a cascade of collapsing governments and regional wars all around the world as the global hegemon seems to be weakening. This isn't some sort of fantasy it's the reality that economically we either through trade or direct cash back up most nations on this planet and our overwhelming military might prevents countries from trying anything to significant for fear of economic sanctions and military reprisal. Once those threats are no longer there you can reasonably expect many countries to just straight up collapse or be severely weakened once their sugar daddy goes away and for many of them to start fighting in order to secure resources and shore up regional power. Between the break up of the current political order as well as the current systems of trade and transportation you could expect alot of chaos. With the lack of food, water, electricity that will follow and you add in all of the fighting that will naturally result you can expect that such a period will almost certainly be the single bloodiest period in human history yet so far. The sheer amount of people who die as a result of a collapse of the global order will likely be terrifyingly huge. Likely only comparable to something like the Biblical flood in terms of the scale of death and destruction.
