White House Bewildered Over Manchin Walking Away From Agenda

Starter comment: The relationship between the Biden administration and Joe Manchin, once thought to be strong since both are moderates/centrists, has deteriorated quickly in the last two years. It's hypothesized that this stems from a few things: Manchin holding up the infrastructure bill until it was cut down to a price tag that he was comfortable with, and then again throwing a wrench into the Build Back Better plan. Ultimately, BBB never passed largely due to his opposition, and this remains as one of the White House's worst humiliations to date.

As a result, Biden and Manchin are reportedly extremely upset with each other not just on a personal but also a professional level. Apparently recently Biden attempted to "furiously" call Manchin to berate him for perceived obstruction... but Manchin turned off his phone so it went to voicemail.

What is the cause of the rift between Manchin and the White House, and who is to blame? Is repairing the relationship even possible or have the bridges been burned?
