Who's more evil?

Roose is so detached from reality that he believes as long as there’s peace and stability in the north, everyone else is going to forget about the murder of the starks and accept him as liege. That’s why he’s so strict about Ramsay’s crimes.

Ramsay at least knows that everyone hates them and doesn’t pretend to feign dignity. People really think roose is some cunning mastermind but I truly believe that what ramsay is doing might be better for house bolton - he proves everyone correct in the assumption that the boltons are not to be fucked with and wants to rule through terror and tyranny. This is not usually a good idea, but they are tyrants, and feigning diplomacy and decency is going to encourage plots. But if you show everyone that the mere mention of a plot will lead to a fate much worse than death, most lords will think twice before rebelling.
