Won't Hackers Just Monitor Traffic At VPN Servers?

Individuals or companies don't transfer assets digitally, assuming you mean money. They ask financial institutions to perform the transfer. And the financial transfer networks are highly encrypted and secured, including very strong cryptographic validation that the end points are who they say they are. In many cases the data does not flow over the public Internet, they use dedicated private connections and they send the encrypted information over those private connections.

I know of only one large breach of a financial transfer network. A bank, who shall go nameless, was newly connecting to SWIFT, and either left, or allowed to be installed, a dumb switch between the main transfer authorizing server and the SWIFT encryption box. They had direct access to the one connection in the bank that allowed them to inject transactions into SWIFT as if they came from the bank.
