It didn't need to. Making Germany split their limited human resources on 2 fronts is already enough. Germany didn't had enough men to win against soviets. Their tech wasn't prepared for far out warfare, it required regular maintenance and had a lot of parts that easily broke even without -20c temperatures and no roads. As soon as initial assault fails, and war turns into fun game "who runs out of resources first", Germany loses. Making bases on soviet territory could change situation, but that problem was solved by good old partisan tactic. Plus Germany tried to capture Moscow instead of resource centers, so with same approach they literally had no chance as long as it's actually war on 2 fronts.
