I don't think its a conspiracy, just that Jagex for liability reasons needs to rugsweep any problems that come from unintended use of the game. For example when people turned staking into gambling, if Jagex tried to limit it then they would've at the same time agknowledged they allow gambling, and would then be subjected to licensing and disclosure requirements of an industry they generally weren't a part of. Same thing here, if they agknowledge their service facilitates blackmail and racketeering, then they would be required to do so many legal things and end up getting grilled like Facebook was. Its wayyyy easier to put your head in the sand.
