1855 Japanese book describing Labradorians as short in stature and with short memories that they can't count more than 20 things (translation in comments)

Translation:

New Britannia (also known as Labrador). This country is located northeast of the United States. There is an English trading company on its eastern shore. The people’s figures are small, and their hands and feet are equivalent to eleven and twelve-year-old children of other countries. Their natural intelligence is short, and it is said that if they count over twenty things then they will forget the previous things [that they counted]. Also, there is no laws separating the high and low classes. (Are these the people known in the world as dwarves?) The climate is extremely cold, they are poor in various things, and they subsist with fishing and hunting. The country is located 44 degrees to 62 degrees north.
