2/3 of my class gets extra time on exams

No, I understand that! I'm not trying to imply that people with ADD or learning disabilities have lower intelligence than a neurotypical person. I am asking that, if someone's learning disability makes it more difficult for them to read and comprehend a fact pattern/concept within a set amount of time, why is that different than someone else who is unable to read and comprehend a fact pattern/concept because of their intelligence level? If the goal of the accommodation is to ensure that people are able to get a "fair chance" at the exam, I don't understand why it shouldn't also be extended to other people who are also unable to complete the exam within the time limit for other reasons.
