I think it's relevant that
Delaware State has been an eligible opponent for years,
was WELL above 90% for the first year of the two-year period baconydrako cited, they were not close to dipping under 90% the first year baconydrako cited
then the level dropped below 90% the second year... and they were one (ONE) scholarship short, and
No one anticipated FSU would need the DSU game for eligibility, whereas USF at the time playing two FCS teams made it likely this rule would come into play,
So this means a couple of things IMO
This was not an egregious, obvious situation that those involved would've been watching closely.
It is relevant to this thread to ask, how far under the 90% threshold were USF's two opponents that year? Were the opponents under the scholarship threshold the year before, and therefore already flagged/marked as an ineligible opponent?
