No... Dude. Look closely. "I can met her, at most, one day a year" is exactly the same as "I can't meet her more than one day a year."

she will die within the next 15 years, I wont be able to be there, and it terrifies me that I can't spend more than a day a year with her.

This does NOT imply that I am definitely going to see her for a day a year.

This is basic logic.

I can't spend more than a day a year with her.

x ≤ 1 day per year

I can spend no more than a day with her each year.

x ≤ 1 day per year.

In both situations, x can be zero and the statements are still true.

It is always a possibility that I cannot make it back to the US one year or that she will die before my next trip.
