That doesn't make sense at all? At the end of the game she KNOWS what's going to happen in that bathroom either way whether she tries to save chloe or not which would mean that the tornado wasn't caused by max using her powers it was caused by chloe not dying there which begs for a completely different question that if the tornado was caused by chloe living that means arcadia bay or wherever chloe goes will suffer from more "natural" disasters if you chose the sacrifice arcadia bay option (which cannot be true considering the creators of the game debunked this by saying nothing will happen to arcadia bay and chloe & max just continue living normally)
