Why does nobody blame the White American VP of Engineering who puts his signature on the contract to offshore all IT jobs?

I have a hypothesis. I think what's really happening is that the White American VP of Engineering sees a cheaper deal and goes,

"Wow that will look amazing on my resume, save the company 20% in labor costs? Let's talk to this offshoring company."

The White American VP of Engineering knows that all his guys will lose their jobs. But instead of saying the truth", he says, "There's just nothing we could do. With the regulations and taxes and expenses, we saw this as our only way to save the company."

In fact, here was their official statement, "Disney executives said that the layoffs were part of a reorganization, and that the company opened more positions than it eliminated."

But instead of addressing the root of the problem, which is why did the White American VP of Engineering think it would be a good idea to fuck over his 250 employees, the article completely spins it around as if Indian H1-B are somehow strong-arming the White American VP of Engineering into signing away jobs.
