I saw a video a long time ago. Backstory was this guy would go to dirt-poor areas of Russia, give kids bottles of booze and cigarettes and photograph them, then go to the government and say "Look how bad things are! You need to give me money to fix it!" and he'd just pocket the money.

3 kids, my best guess on ages is 8, 10 and 12 but if anything they were younger. They're smoking cigarettes and they cook up a shot of heroin. The oldest one shoots the middle one up and he overdoses. Coughing, sputtering, gasping for air, face turning blue while the adult just films and his friends slap the kid's face, shake him and try to stick the cigarette in his mouth. It was probably in the top 10 most fucked up things I've ever seen.
