Developing countries are still going to take advantage of cheap fossil fuels and the first world can do almost nothing to stop them from using them. As prices fall the use will become more attractive to countries who are more concerned about their own growth than the environment as a whole. Also, the rate at which other countries are developing and the amount that their energy consumption is increasing is staggering.

So I want to touch on that. Global investment is already shifting towards Green Power. IT's the future & everyone knows it. Green Power is exponentially becoming more cheaper/efficient over it's counterparts.

You have massive global Utility companies like Enel, Siemens, Bechtel etc... buying up or winning power plant Bids in nations all over the the globe. (Serious: Just google Enel Green Power or Siemans Power and check the news to see what they've bought/built in the recent month). So as countries look to expand/improve their Grid, they're already finding that Green Power can be the most efficient/cheaper option. (Like Zambia, which recently won a World Bank investment with Enel to build huge solar plants.)

But it's also two-fold. Power plants are 1 step, the other is improving the power grid of said developing nations in order to prevent "wastage". For those that don't know, operating a power grid is like a giant shell-game. Engineers "predict" how much power a region will require and adjust it accordingly. So power plants rarely operate always at 100% & "wastage power" is offloaded onto giant Utility Batteries, to be taken elsewhere, where they are plugged into the grid. (This battery tech is also important for solar/wind, to help offset cloudy/non-windy days.) These developing nations can do a lot to reduce pollution/wastage by adopting our "Smart Grid" tech.

The largest roadblock is endemic government corruption in developing nations. But that hurts everything, not just green power investment.
