The last time I called Microsoft customer support I got a person who sounded like they were from India judging by the accent and could hear other people around them conversing in what I can only assume was Indian, I don't speak the language myself so I can't confirm, after a few minutes I've sitting in relative silence I heard it start to rain and then chickens clucking. Now I'm not at all denigrating the people of India, but stereotypically companies decide to ship jobs over to places like India and Mexico because their labor laws require much less pay then most first world countries. So instead of underpaying some United States citizen, and by underpaying I mean paying them a wage that they cannot live on, they underpay somebody who doesn't have rights in the country where the service is being dealt and whose government probably doesn't have the same degree of protections for their private citizens.
