Keeping some old players and rebuilding the team, as Navi has been doing the last 2 years, is naturally a much safer choice, especially with a old and famous brand like Navi that have Dendi as the face of the team. They are willing to trade fewer tournament wins for the popularity of the players. This works TI2 and 3 with 2 roster changes since they kept the brain of the team, Puppey as he spotted the right players for the team to pick up. There are lots of good players out there, but organizations cannot just pick big names without current players of the team suggested and trusted the ones they brought in. As something known to all, after Puppey left Navi has been a headless chicken, with some wins here and there executing the aggressive strategy from the old days but unable to define and polish new strategies. I feel it's not that Dendi and Xboct and Funnik don't want to adapt, but without a true leader they just don't know what to do. Good players, may be but not strategists. About the second option to pick up a new roster, that is a big risk to the brand name. Think about DK with Burning, Super and Rotk on it. They might not win everything, but DK with Burning would still be a better brand name than now with 5 young new players and no show at TI5.
