Have you entered into a lottery for any other plot of land on any character attached to your service account?
Only one lottery entry can be made per service account irrespective of whether it's for FC or personal use. You'll just have to wait until the next entry period begins to make another entry. The entry period is for five days, then the results period is for four days. Following this the next lottery period commences.

Relocation also has nothing to do with it. Relocating follows these same rules.
