That's a dumb comparison because one is a technical college, the other is a Catholic university(if it even exists that is lol). Let's compare say NYIT(NY institute of technology) an incredibly mediocre school that is barely in the top 50% of US schools. Determining whether NYIT or Anhui is better requires close examination of research and such, and no one has time to do that. But if you know you have foreign students, and you know they need english. You're university should be outputting grade A english. That doesn't even require any significant work. Go to an English school in China, or email one, find a native speaker, ask them to look over the essay for an agreed upon price, and you're gucci.

Most American universities aren't shameful jokes, some are, namely the for-profit schools. But the vast majority of universities are not for profit. China doesn't win and neither does America if you're comparing low level schools. There's no clear methodology that can distinguish a winner.
