CMV: The electoral college should be updated to allow for states to award their votes based on the percentage of the popular vote within the states.

Yes they do it by disctricts, and I would be fine with that as well.

It fits both, a non majority state view can has his voice heard and smaller states will still have an impact. Is this more ideal?

I honestly think it would... In states like Texas, the margin is much closer than people think... So Democrats could pick up points in TX and other red states, while conservatives pick up some points in CA and NY... It would almost be a wash, but it would encourage more voter turnout in non-swing states, as now my Conservative vote would actually mean my state awards a couple points to the candidate I voted for...

Many conservatives don't vote in CA or NY, and many Liberals dont vote in TX or Arizona... if you think your vote matters or has some weight you are more likely to vote.
