I figured this out using the decoder on bonnaroo.com/so-sneaky. The golden decoder on the right is not correctly lined up with the wheel. If you see on the far right side of the wheel, there are squigly lines and stuff, indicating that the wheel needs to be shifted 2 characters to the right to line up properly. When you do that you get the lined up and correct version of the decoder to use for this part. Judging by the squiggly lines and random characters that you can see on the wheel, I am guessing the decoder is used to figure out the ©+]){~ ©&]]#©%){]© portion as well (sorry, probably not porter robinson hint)
