Console Questions Megathread

I've been looking all over for answers to my questions (mostly concerning PC vs. console versions, as I was a PC early adopter and haven't touched the game in ages), and can only really find vague half-answers here and there for the most part.

I'm sure most of this has been covered somewhere, but hopefully I can just get some concise answers.

1) So the console version has full gamepad support (obviously), no keyboard support, and full voice chat support? Is voice support or gamepad support available in the PC version?

The voice chat sounds interesting, but playing this game with a controller is kind of a must for me. And I'm talking real, full controller support with a functional UI, not throwing an xpadder profile onto a keyboard and mouse UI.

If this hasn't happened yet, why in the world not? The UI and support has been developed for consoles; is there any mention anywhere of plans to bring this to PC?

2) Assuming I were to purchase one of the console versions, would my character from the PC version be accessible? I hear something about a transfer process, but I'm having difficulty finding information on how this works speficailly. As far as I can tell, your existing character is copied over to your console version--does any progress you make on one platform carry over to the other? Or is the copy time essentially a breaking point, and you're now building on two separate characters from the same point of origin?

3) On the whole "transfer price" thing: my understanding is that I've missed that train. Why wasn't I ever notified via email of this situation? Is there any chance of contacting Zenimax about this? I bought the game well within the original window to be eligible for transfers.

Essentially, I'm a big advocate for playing Elder Scrolls games with a gamepad. I'd like to give this game another shot now, but I don't have much money to spend at the moment, and since I don't know anybody who plays the game, my only requirement is the ability to play with my Xbone controller and appreciate the full experience. The whole voice chat thing could be a positive or a huge negative, I have no idea, but the more streamlined "console experience," to me, seems to suit this game fairly well.

Apologies for the long-winded post; this whole situation just feels a little messy, and I have no idea where to begin.
