Could socialism genuinely work effectively in the United States of America? Why or why not?

As a whole? No. In pieces, sure. We already have things like post offices and libraries. If we get rid of the fear mongerers and enough politicians with financial stakes in corporations, we could shift the budget around and do some awesome shit. There's no reason we can't give everyone healthcare.

(Here come the downvotes from the "capitalists" that probably only have $50 dollars in their bank account but still believe they can some day be Mr.Moneybags.)

The core problem is greed. The rich want to have a scrooge McDuck vault so they can swim in their money. I don't care if some bank "earned it" by sitting on their fat asses on the 60th floor of some skyscraper. If they would pay their share, a lot of shit could get done.
