More reasonable takes I've seen say no.

If "extensive research and sensitivity experts" == 100% cultural appreciation (and obviously excessive self-flagellation), I'd say the more reasonable critics are urging her to go at least to the 30% or so mark -- that is, to acquire some amount of knowledge of the cultural implications of this dress in America, as well as why it might be offensive.

The suggestion from these critics is that she appears to have only reached the 10% mark -- that is, "buying a dress only because it looks pretty" without much background knowledge, and passing that off as "cultural appreciation."

This is not appropriation, but it can be seen as fetishization.
