I prefer the tempest control to the static bolt combo. If you would want to bring the deck closer to that (you have to choose static bolt combo or tempest control, not enough cards to do both) I would drop the static combo cards, go up to 4 harsh rules, 4 Stronghold Visage, 4 secret pages, get 4 seek power, 4 tempests, I like the 6 mana draw any card in your deck for searches for extra draw chances of tempest and being able to search out a clutch harsh rule when you need it, etc. Play with it, see what you lose to. Whatever you are losing to add some tech in for it and remove what has seemed dead most of the time. I've been refining mine for a little while now slowly trimming it down to what it needs to be to be able to win every matchup. Right now that's how the deck operates for me. I win every matchup assuming my draws aren't terrible and their draws aren't amazing. I also have some secret tech but that's secret :]
Oh. Levitate too as a 4 of. Love that card. It pops aegis for 1 mana and no cards, so that's fabulous. But it also thins your deck with an easy cycle when you aren't scared of aegis, and in a deck with such important cards to draw that's great utility. Its also incredible with excavate, so you can put something on top of your deck, levitate to draw it, then use it, all in one turn. Great when you really need a harsh rule NOW or when you can pull of a clutch tempest for the win right before they kill you.
