Dog adoption contracts now require you to go through hellfire in order to return a pup.

The PD got together with some other leaders in town, and built a four kennel keep for local dogs. They get calls for found dogs, or ones out for a jog on their own, and the PD picks them up. They make a cute little facebook post and usually within an hour or two the owners find dog gone, check FB, and go pick up Fido.

No cost to the owners.

Local fundraisers usually donate food and vet expenses for injured dogs. When winter came, a local brewery paid for heated pads and to be enclosed. Summertime and fans blow now, with a wading pool for social hour. Different officers, dispatchers, office workers all volunteer for execising any leftover dogs.

every so often, no one comes to claim the dog. PD gives two weeks stay, then considers the pet abandoned. Rather than give them up to a shelter, where again the costs are too high for many, the PD will offer the pet to a local family/person. Officers go check the home, do a background check, ask for a small donation towards food/vet bills for other dog guests. If family/person gets to keep the new pet, officers come and check on their welfare every so often.

They get four or five dogs a week, and so far only five have been abandoned. Last week the photo showed a badly neglected animal and so many people reached out to help the owner with grooming, vet needs, etc. Very very supportive of the older, disabled owner and trying to help them get a healthy dog.

This is how it should be in a community. Not the shelters, which are tremendously stressful for animals.
