The veto decides nominations. Initial nominations has no influence over final nominations.

F4 nominations matter because you are less likely to change you're initial noms that you have already thought good and hard about. It all comes down whether the HOH is more or less likely to change their initial nominations. I don't know how you could argue the HOH would not be more likely to keep them the same.
