I have a feeling you’re being down voted because they do investigate people. Not sure of how everything works out in deciding but it happened to my brother.

When he was younger, his friend logged onto one of the schools computers using my brothers log in and googled a phrase that almost took my brother to juvie and then some. It was all a joke too, unfortunately an awful one. The school was talking expulsion and the whole 9 yards. Police and FBI were talking further actions of their own. If that kid had not confessed to what really happened, our whole family would be on a list. I wasn’t allowed to make phone calls or hangout with friends for a month while they took their time figuring everything out. It was quite intense around our house for a minute.
