The Federal Government runs the Compassionate Investigational New Drug program; there are currently four surviving patients who receive 4 - 9 ounces of cannabis per month from the Federal Government through the University of Mississippi; the program does not accept new patients

I met Elvy Musikka (one of the patients) way back in 1994 when I was in college. She was old back then, so I'm glad she's still with us. She was a sweet funny lady with a great positive attitude. She was on a van tour with college students from California promoting legalization. Elvy lost sight in one eye from surgery and was nearly blind in the other from glaucoma. She wore really thick glasses and had people help direct her around.

She showed us her prescription stash. It was one of those orange plastic pill bottles with the scrip label on it. Inside were fat joints about the diameter of a cigarrette stacked in the bottle just like cigs in a pack. She said her prescription was to smoke 10 joints a day (by herself.) She even had a little song to remind her when to smoke up. Something along the lines of "I smoke two joints at breakfast, and two joints before lunch..." You get the idea.

The funny part was the government issue herb was crap. Bad herb and she said they ground up entire male and female plants and the shit wouldn't get you high. She still smoked her joints and wouldn't share at all because she said she was afraid she would lose her prescription if she got caught. That didn't matter though because in the couple of hours I was around her everyone around her couldn't wait to get her high. Plus the college kids she was travelling with had way better stuff than we could get back then.

So the government program, at least back then maybe had good intentions but the severe restriction on the number of patients and the fact that they had people smoking ten fat joints a day with very low THC/CBD content makes me think they set this up to fail and "prove" cannabis isn't medicine. They may think that giving a sick person ten big doobs a day would keep them from seeking non prescription weed. Ha ha anyone who has smoked decent pot before knows when they're smoking crap.
