Think of 2923 could end up cause you to go crazy, have x-ray vision, suddenly catch fire and being able to use it as a weapon, teleportaion, gain strength, lazer vision, flexibility, or just explode. However, these effects only last so long.
2923 is rng, and the MTF will be in charge of neutralizing the result.
Guns will be on safety, game mechanic, in the D-Class areas, no team kill, and an actual report system for random killing during escort.
Breaches happen randomly with 3247, giving opportunity to D-Class. It can also provide them with weapons if not effected by 2923.
