non-ff14 players fundamentally misunderstand the game. everyone was hyped for the endwalker STORY. real content came out like a solid month after the story dropped. and that was ~8 months ago, so right now there's an (intended) content drought. people are of course using this time to play other games etc. at the end of August, there's another big content patch dropping. it's always been like that.

storywise, ew is over, at least 6.0 is. content wise... you'll have to wait until next year to really judge. like people say shadowbringers is the best... for the story! the content wasn't the best out of all expansions tbh. when 14 fans talk about its quality, they usually mean the story.
