Max skill enhance does not mean +15. It means 1 skill, max enhanced. If you look at any character in the game, each character has two skills who's first three enhancement levels cost 1 molagora each, for a total of 3 molagoras. We get 3 friendship points for obtaining max friendship.

We are saying every unit gets +3 skill points for free,
