If you are asking about a certain complex or landlord that's certainly a valid criticism. However complexes change hands frequently and what was once an awful place to live can become very nice under new management. If you don't ask you'll never know the the crappy complex is now cleaned up or the shitty landlord has abandoned the state.

I worked in multifamily housing for more than 20 years. One of the companies I worked for was notorious for treating people like crap. We got bought up by a company known for trying to work with people.

Housing issues are much more dynamic that you realize. A huge number of rentals in Ohio are owned by large corporate landlords who move in and out ot the area frequently.
