The central conceit is that while female character fanservice often goes as far as it wants. male characters are usually restricted so that (straight) men are never made to feel uncomfortable. No doubt because it's often men who are put in charge of these things.

I'm hardly the authority on this, but I can't be the only one that thinks that many of the male characters meant to be fanservice still come off as less sexually explicit than just normal female characters right?

Like, you'll see people wearing less than Summer Freddy on any Summer day. Meanwhile I'd be hard pressed to see anyone baring as much thigh as the likes of normal Hinoka in any polite company.
