How to properly use Sniper Shot and Jetpacks with line of sight

So, not exactly the question at hand but she could turn the jetpack on for maneuver #1 and then spend Strain to fly/drive for maneuver #2. Then the next round she could use Sniper Shot which also requires a maneuver, but she couldn't do all of that in 1 round. Also keep in mind that a jetpack only has a system strain of 3-4, so those extra maneuvers are going to drain the reserve very quickly. Talents also become very grey when it comes to jetpacks, if she starts talking about picking up piloting trees you are going to have to decide where you stand.

Should setback or challenge dice be implemented in these circumstances?

Given the situation, I would absolutely add Setback to a shot taken from that range while using a jetpack, probably 2 because of the unique nature of the shot. This is far from a standard shot, I would treat it as such.
