Due to slow government processing, and her lack of funds, she submitted paperwork a few months late.

That's demonstrably false... she could have filed way ahead of schedule, could have gotten one of the many grants (or exceptions) that exist, she could have used the free legal aide that's available to immigrants from NPOs, and they could have had her on the straight and narrow... if she cared to just make the effort. Ask me how I know... go ahead, I already laid it out for you before, but you can ask again if you'd like.

A little sympathy for people involved in this situation is necessary to understand the problem

I'm intimately familiar and do have empathy, no sympathy though, and only if they're willing to do what it takes and take full advantage of the wealth of resources available to them. She didn't, zero sympathy.

But I know it's easier to view the world as "didn't submit papers on time, get 'em out of here".
