I'm 21 and still don't have a license, am I the only one?

I got a permit when I was under 21, but I am over 21 now and haven't moved forward at all. I still don't have a license. Part of the reason I haven't moved forward is that I am scared to. I am going to try to move forward with it all now. Driving scares me a bit and makes me nervous. It is sort of funny that I am sort of okay riding my road bike around on some (open [open meaning there is not an event going where the road is closed off for car drivers and you have to be part of the biking event to be on the road]) roads with car drivers, but am nervous in a car on all roads.

I know that it in at least some aspects would be safer to be in a car on the road than on a bike on the road, but despite that, I have been too nervous and scared to move forward with driving. The thing now is that I know that I need to move forward and just get the license. I feel like I have waited way longer than I should have because I could have done all of this years ago and it would be one less thing holding me back. I have no way other than walking or biking to get around and I can't get to some places I want and/or need to go to because some of them are too dangerous and/or far to get to that way even if it is legal to do it. If I take back roads and all instead of a major highway, I can use the bike on the road. I just need to continue working on driving so that being scared and nervous just goes away because I will be used to doing it and have experience with it.
