No, not entirely but terror hotspots like France should no longer have a visa waiver and we should look closer into Frenchmen or Belgians etc of MENA background.

Read the 1st amendment. Forbidding the practice of a religion would be a complete abolition of the 1st amendment. Giving a religion unique treatment (whether positive or negative) is, in fact, a violation of the 1st amendment.
Okay, that can be mitigated by keeping registries of people of all religions which we already do when you put your religion on the census.
You'd have to be pretty detached to think that creating lists of American citizens based on religion isn't a violation of the 1st Amendment.
