Yes it does matter. Earlier it didn't matter much because everything was visible, exaggerated cleavage and she wasn't trying to hide anything. Later we'd have to be more focused. So the absence of clarity doesn't help.

No I have a problem with you claiming that somebody intentionally blurred the video to hide her breasts, and then saying that movement counts as the type of blur we're talking about

They'd have purposely done all that with movement and video quality to blur and hide the breasts line. Point is the video could have been blurred one way or the other to accomplish that.
