Hormonal acne is always tricky because everyone's body is doing something different that ends up creating it. The only thing that really worked for me was changing my diet and lifestyle. Dairy and fatty foods were contributing a lot to the break outs and giving me bad pms symptoms. Also I wasn't getting enough nutrition overall, so I supplement and eat a plant-based diet now. Spearmint tea also did work for me over time but I had to be using it for at least two weeks consistently before the big breakout happened (just before my period). I do not really rely on it anymore. And I did not have a fully concentrated spearmint tea, it was blended with chamomile. A few people have mentioned 100% spearmint can cause liver damage over time so it's good to be aware of that before you try it.

I think the most important thing to do is be aware of your health and cycle, imbalanced hormones aren't just affecting your skin. I only noticed a vast difference in my skin after I started looking after other parts of my health I had been neglecting for years. Also, keeping your skin barrier healthy (with hyaluronic acid, ceramides, urea, panthenol, fatty acids etc.) and using sunscreen always helps keep inflammation at bay that leads to the acne forming/scarring.
