New study: Marijuana may be even safer than previously thought, researchers say

Nothing you said makes a damn bit of sense. You are no different than an anti-vaxxer who claims vaccines cause autism based on literally nothing.

cognitive behavior professors

A professor that cites that as proof of some kind of cognitive impairment is not a professor. That is first is not how you do any kind of citable study. Second, at best all he claimed was that if you do all your studying while high, you won't be able to remember anything once you sober up. But I wouldn't doubt if it was 100% all nerves. The guy stayed calm while high during the test and that allowed him to do better. I know someone who did better on the SATs when they took it drunk vs sober. The likely cause is nerves. I am not going to claim that they did all their schooling drunk to make up a false claim that if you learn while drunk, you can only remember what you learn while still drunk.

This is why you have friends that are "good" drunk drivers, they have practiced under a mental state and can apply it under that state again

Absolutely garbage. "good" drunk drivers are people that don't have a super high BAC and are simply good drivers when not drunk.

Shitty sober drivers are going to be way worse when drunk. A good sober driver will still be pretty good when drunk if they are not so drunk that reflexes and ability to concentrate are completely destroyed. Really, you can drive the same style while drunk, but you still have the lower reflexes and it will be harder to focus on peripherals.

I don't know where you learned your info, but it sounds like someone has sold you a shit ton of lies and some really shitty reasoning skills.

I used quotes because no one is actually good at driving drunk, but some people are better at managing what they have control over than others

Another stupid statement. There are lots of drunk drivers, and most don't get in accidents. If you define "good" as in not causing accidents, then most people are "good" drunk drivers. What will change the most with a drunk driver is ability to react to other drivers.

Drunk driving a lot of times is just a gamble on what other drivers do. As long as no other driver puts you in a situation that requires fast reflexes(or any reflexes is really really drunk), you will be fine.
