minimum requirements say i5-760 Or better, or AMD phenom II x4. your cpu is x3 for starters, and kinda just worse than the one they ask for. though i admit that your cpu is not THAT far behind, it is still behind.

4gb of ram is actually acceptable in general, though in my experience if you have below 6gb of ram the game has huge framerate drops. and generally lags. 8gb is best in my experience. also chances are you have ddr2 ram which is 800 mhz. i have ddr3 ram which is 1333mhz, and it still lags with 4gb. i can only imagine its even worse for you...

now the gpu....is this a fucking joke? you dont just "slightly" not qualify for minimum requirements....you dont fucking qualify at at ll. its not even remotely close. it asks for a minimum of nvidia gtx 260 or radeon 4850. and the game doesnt even fucking work very well on that card. let alone what you have.

you have absolutely no right to complain about losing your framerates. you're using a seven year old GPU and CPU.... What the fucking fuck are you expecting????????????????????? your computer would have been top notch back in 2008. but this is not fucking 2008. with these specs you shouldnt be allowed to look at the game, let alone play it.

i am sorry you are unable to purchase a new computer and play nicely, but no company should cater to your specs either. /r/pcmasterrace has a rather nice guide on how to build your own computer, and also a list of parts that costs like 400 dollars and would work much better than what you have now. now i do know you might not have money..but quite frankly...if you are unable to have up to snuff computer...dont play the game. i know its harsh - but it is how it is.
