See, for the reporting rate, the same is the case in most countries too where many victims don't come forward to complain or open up as there is a social stigma / fear attached with it. In fact India has taken long strides and reporting rates have constantly increased over the years. So the statistics may be skewed a little, but not enough to make a difference. The stigma is the case in every country and in fact

Due to the size of the population, every number reported in India will look magnified due to the sheer size (population of many countries are same as the population of just a small city in India), but if you break it down to a meaningful comparison like rapes per 100000 population, then yes India has less rapes than many western counterparts.
