Also, I almost feel like the 7/1/19 date is referring to the benefit year and not the actual benefits. This is because the state of NY tweeted the following:

@NYSLabor ICYMI: If your benefit year expired after July 1, 2019, you will need to file a new claim to receive 13 additional weeks of benefits. If this applies to you, you will receive a letter in the mail from NYS DOL with more details.

Also, the NJDOL commissioner tweeted the following:

@NJDOLCOMMISH 7/8. 5th-Pandemic Emergency Unemployment Compensation (Section 2107) will generally allow claimants who've exhausted since July 8 2018, or will exhaust their 26 weeks of benefits before December 31st, 2020, to collect an additional 13 weeks beginning with this week.

8/8. Note:, states are awaiting guidance from @USDOLon proper implementation of the last provision, but we believe those who have exhausted their UI Benefits and are unemployed should re-open their claim. Claimants eligible for these extended benefits will also receive the $600.
