1) Fort Collins has 172,000 residents. This Sub has 16,000 subscribers. So you are addressing your complaint to <10% of the population. You are effectively wasting your time.

2) You could take it up directly with the offending owners at the time of the offense.

3) You can snap a picture, then call animal control.

4) If this really bothers you, and you want to change behaviors you are going to have to do more than post on Reddit. What you have done, is establish yourself as a victim, and nothing more.
