No. You're thinking of Statutory Damages. These are used when the copyright owner doesn't want to get into the nitty gritty of figuring out the exact damages involved. These are capped around that amount.

The other approach is to go after profits + damages. You can pick either profits + damages or statutory damages but not both. Profits + damages is uncapped. They have in the past exceeded $30m+, due to multiplying the potential damages by the amount of people distributed to. Like say: 50k people in a stream.

Add into that all his own lawyers fees, and the lawyers fees from the IOC. And honestly, bigger people have been bankrupted for less.
