Yes, he's proven he's consistently better than other drivers by being able to pull out the times when he needs to. They call it "Hammer-time". He is a very fast driver, and he is able to come from the back of the grid to the podium (Hungary 2014 for example).

They indeed are, Bottas was with Williams last year, and he was towards the bottom 10, but now he's up there in top 10 - only the car has changed. Mercedes are in their fourth year of dominance, in essence.

They have been for the last few years, their engine is supplied by Renault who are struggling - and this year they have some chassis/body issues they need to address. They're normally great with their body, however they seem to have a problems this year. However, I'd say they're third best this year (as opposed to 2nd last year).
