Yakuza 0 refuses to start in Steam. I bought it on Steam and I require it to start with the Steam Overlay, did I just lose out on my only extra spending money?

When the game boots from within Steam and I check my task manager, Yakuza 0.exe is running in the Steam drop down, and it's using CPU processing power, yet NOTHING happens. Steam just sits there. It happens no matter how I boot the game within Steam, whether Steam is running as admin or not, whether the game is set in compatibility mode to run as admin or not, etc. nothing will allow the game to run in the foreground when booted via Steam. The only thing that happens is a background process starts in Task Manager within the Steam drop down that does nothing.

I bought it on Steam and I damn well expect it to work with Steam. Spent the past 4 hours googling and trying, and now because that process keeps running in Steam, all of this shit has made it so that I've "played" more than the 2 hours just by sitting and waiting for something to happen when I boot it in Steam, or when I'm booting it over and over and over and over when I'm trying things outside of Steam.

I have a disability and I REQUIRE the Steam overlay in order for me to play games because I have to use the custom controller configurations that steams big picture mode has. My arms and hands shake a lot and I have 2 fingers missing on my right hand so no, just finding a way to boot the game outside of Steam won't work for me and that shouldn't need to be something I have to do if I bought it on Steam.

I don't have a lot of money as I'm on disability and because of this coronavirus bullshit I don't have extra money coming in from my part time job so yes, missing out on 20$ with nothing to show for it is a massive strike to me. What can I do to get this damned game to work or get my money back because now I've got nothing to do since the game I bought doesn't work for me, and I don't have what minimal spending cash I have to do ANYTHING else.
