Rudaw condemns assault on its crew by PKK supporters in Erbil

Defining Barzani's current rule as a dictatorship isn't a conspiracy. Its a definition.

In a democratic state (or even a republic), chief executive power faces regular elections wherein they executive must either receive a plurality of votes in parliament or a plurality of votes by a general election. Barzani had a two year extension of term agreed to by parliament but has now exceeded that term since August 2015. Since that extension, Barzani had the second largest party dismissed from parliament, sacked their ministers, etc... he also had the media affiliated with them repressed while repressing protests around public worker salaries and opposition to the the extension of his rule without parliamentary agreement (or a general election). None of those facts are in dispute. You might not like the term--dictator, but Barzani has effectively become a dictator.

That Gorran still controls Silêmanî, that the PUK controls Kirkuk, and that the PKK controls Qandil and the Medeya defense zones doesn't mean that Barzani isn't a dictator. It means he is a weak dictator whose control over even the capitol is tenuous.

To stop being a dictator, Barzani would have to have parliament reconvene with Gorran members in attendance with Parliament Speaker Youssef Muhammad, then to have that parliament agree to Barzani's extension as president. Otherwise, the only way for Barzani not to be a dictator would be a general election.

Last I heard from Gorran: "Gorran rejects KDP President Barzani meeting - will hold no meetings until Parliament allowed to sit freely", January 25, 2016

According to KDP press Rudaw:

"Gorran boycotted a meeting between Kurdish President Masoud Barzani and party leaders last week, but Rudaw has learned that representatives of the attended parties, including the KDP, are expected to visit the Gorran offices in Sulaimani in the coming days. Members of this committee have also agreed that the Gorran ministers and speaker of parliament are to be reinstated in their posts in Erbil as the first step towards normalizing relations." Has this now occurred? You'll have to forgive me about believing Gorran is still out of government that the KDP ejected them from in October 2015, until I see atleast one story saying otherwise--preferably Gorran saying it.

Despite having kicked Gorran out parliament, Erbil, and the government--KDP has still been unable to resolve the issues from the protests in October 2015.

If it walks like a duck and quacks like a duck, it may well be a duck!
